I heard it plenty a times from Jenny Lewis' song "Carpetbagger" (appropriate) and I never knew what it meant.
Carpetbagger is similar to a vagabond in a nomadic sense but more specific in moving from the North to the South after the Civil War to profit from newly establishing states. The image is clear that that man wants to get his loot from some not so well off people.
